Minimum bonus is still a bonus... so that player wouldn't be out. If all you have is empty territories with 0 bonus at the beginning of your turn, you really should be eliminated, and you never have to sit in a game where you have no chance at victory. If the minimum bonus is > 0, then this would never apply, it also would never apply in non-abandon games. The only reasons I could see not making it standard is the case of boot FTW, and requiring a player to go out of her way to eliminate an empty player... I suppose you could skip the player's turn, so if you have 0 units, 0 bonus and <3 cards, then you get skipped until the game is over.
I disagree with having the player eliminated. The reason I'm thinking of is team games. If my teammate has <3 cards, no bonus, and no units, then I'm going to attack them to get their cards. Great example is in my last game of A&A where this exact situation happened.
Since my teammate transferred to me (thus creating the situation where he had no units, <3 cards, and no bonus) there was nobody who actually took his last unit from an attack.
Well I'm satisfied with a switch, that is off default.
