    On the board i'm working i want to be able to fog the entire image. However the only places that will fog are the ones i have selected as territories. Is there no way to have the fog image completely override the board image? and not just the fill map which it seems to be doing now

    incoroporate the non fill map pieces of your fog area into your board layer.

    The answer is no...I'm still a bit confused as to why what Viper said wouldn't work though.
