This is very simple to do if the consensus is that it's a good idea. It does change the game dynamic slightly for realtime games - although I don't see any major downsides.
Strategic/ethical arguments aside. Why give a reason for people to slow game play down? Why just do it in realtime? Why not do it in big 1-7 day games where your 4 pt card turn is now 18+? Hell, if the option stays open I'm now thinking about trying it. But, whether they get a winning advantage or not game play suffers. Such people will start making targets of themselves, which could be self correcting, but why waste the time?
You take a territory you get a card no matter how the turn ends. End of problem. I say fix it. =)
