This is very frustrating.  I follow the same formula and for some designs, the fog layer works.  For others, it does not.

I assume you have tried playing this board with medium fog or something, because right now it is set to Light & of course their is no fog image in that case.

Thanks Ozy...I had forgotten that. I think I will create scenarios for those boards to have med/heavy fog in order to utilize the fog layer.
