I own the boat in the bottom right (The Maiden's Misery) and the territory directly beneath that (Raven).  If I try and attack from the boat I should be able to attack all other boats with an Artillery border or the territory directly above that (Brinea) with a regular border.  When I go to click the boat the Attack window pops up and only allows the attack to Brinea.  I can see all the other boats through the Fog, but don't have a way of attacking them. The only possibility would be that all the other boats have 0 units in them (Abandon is On), but I'm fairly certain that's not the case because they start with 3 Neutrals (and this is the first and second round that this has occurred) and I see someone has taken a boat in the second round.

(PS.  Just noticed that Artillery borders may be helpful and some unit information in Fog games if they can't attack somewhere.)

This should be fixed now guys. The behavior of the player is still not ideal as it doesn't retain fog history between game actions as previously noted, I'll fix this up at some point too.
