There's no way to create a two-way attack border that only fortifies one way, is there?

Are you saying it's possible? I think you're suggesting making 2 - One way "attack only" borders in different directions. I don't think this is possible either.

You can only have 1 border from one territory to another, and thus only one type of border from one territory to another, so no A to B as Fortify and A to B as View.
Although, as Squint said, you could have borders A to B and B to A be different by making them both one-way.

You're talking about two separate lines of xml, right?
You could have A to B as Two-Way Attack only, and B to A as One Way Fortify Only?
..or to accomplish the same thing:
B to A One-Way Default, and A to B One Way Attack Only.
..although there are conflicting instructions here, maybe the "seemingly" prohibited actions are trumped by the allowed commands.
In the designer the borders settings should be:
A to B - One way, default
B to A - One way, fortify only
This will allow attack and fortify from A to B, and fortify only from B to A.

You would not be able to attack from B to A. In the first line, don't you mean A to B Two way, default? ..which was my first solution in the previous post.

Sorry, I got it wrong, instead
A to B - one way, default (this is attack and fortify)
B to A - one way, attack only
This should give you what you want. You can't use a two-way border as you mention above, if you do they can not be different and you can not give a second type of border to either territory to do what you want. for example, you can not have a two-way attack border and then add a one-way foritify border to one of the borders. You have to use one-way borders.
