I've noticed that Universal +N places a unit on the territory if the owner of the members is also a owner of the target.
I was under the assumption that +N meant Neutral Only, and that it would not place any units on the territory if it were allocated, no matter who owned it.
Tom, is this how you intended it to function?
I will say that I've figured out a working fix. I've had to make an extra Standard factory that includes only the target and the member to negate the unwanted effect.
I suppose if +N truly meant neutral only, and I wanted it to include the player, I would have to add an extra factory to include the originator of the factory. So it really is six of one, a half dozen of the other..
I noticed that the effects of -N and +N are not in the Help section; I recommend that when they are added, this distinction is noted.

http://www.wargear.net/forum/showthread/2054/New_settings_for_Universal_Factories_-_exclude__include_Neutrals left me with the same impression that you had. I would therefore hope that this is a bug that will be fixed.
But whatever the decision is, you need to know the answer to know whether to work around it.

If that is how it is supposed to work then it could be called Standard +N instead. As it is, from the name alone Universal +N sounds like it should work exactly the same as Universal. Maybe it could be called Neutral Only?
It's simply a matter of cleaning it up.. Question is, how many Edward N maps use Universal +N in it's current configuration? if the answer is 1 or more, then Standard +N seems like a good quick rename.
Well fortunately there are no Live boards with this setting. In fact only two continents have it enabled on WarGear and they are both your test board :)
Anyway I've been able to fix this bug without braking anything else.
Just wait :)
