My understanding is that this should never happen. You should have to pick a scenario, right?

Normally, I would say so, but it appears that there's only one scenario that supports 2 players. Look's like Tom has created a pretty good AI tournament director.

But it's not using the 2-player scenario. That would be great if it was. Instead it is using the 'default' non-scenario scenario.
i.e. Here is the board we are playing on:

They are not the same. The correct scenario compensates for turn order by giving 2nd player more units. The scenario we are playing on gives players the 'default' bonus on their first turn, which means the player to go 2nd each time is almost always going to lose.
Well, then you have a problem.
