If you reach a standoff, when do you terminate a game?
Example: Three players remain that are of roughly equal strength. No one player is willing to make a large strike on another for fear of being exposed to the third. Round after round there is no resolution.
Also, what does a termination mean for the game?
Do all players need to terminate or only the remaining ones?

As indicated by Amidon's comments...and also an honorable way to end a stalemate. After all, you'll likely be playing the same players in future games and terminating said stalemate is a way to keep players on friendly terms.
Right. In your example, after a couple of rounds - when it's clear that it's in no one player's interest to break the tie - I'll suggest in the game chat that it's time to terminate. Whoever resists, loses.
I try to terminate quickly if that happens.
Just to add to what Amidon said, if you're playing a tournament then a termination will share the point. 2-player tourney with termination (can happen on 7R, for example) give 0,5 to each. 3-player tourney give 0,33 to each. 5-player 0,2 to each.
If it should be an elimination tournament then everyone is out. If a QF is terminated the winner of another QF proceed straight to the final. If the final is terminated noone gets the trophy.

Oops. That could not have been a more on point thread.
Thanks everyone for your comments. I asked the question in the game and received a "maybe" response from one of the other two remaining players. We have since gone around two more rounds without any change though the "maybe" was timed out the most recent round. To me it looks like and feels like a stalemate. I'm going to see if termination is agreeable. If there is a hold out, I will fall back on negotiating an elimation/termination plan.
I mean, if somebody in the game is going to get booted, that should solve your problem right there.
