When I send myself a private (game note) message, the associated 'show board state' picture does not include the remaining army totals for neutrally controlled countries I've attacked but not taken, when fog type is Heavy.

The shown neutrals are not stored in history. It's the attack from you that triggers their view, but the shown state is not stored. (I mean I wish it did, but it's not the way it is.)
