This info seems to be there for boards with no scenarios, so it seems like a problem with the scenario.

I figured out a workaround but newbs will never figure this out.

The workaround:

click on 'board explorer'

select your scenario of interest.

You get a URL with the scenario/board ID in it:

https://www.wargear.net/boards/view/6203/Board%20Explorer

Chop off the "Board Explorer" part of the URL, to get back to the front page for that scenario:

https://www.wargear.net/boards/view/6203

Now your color/starting bonus table is filled in correctly:
