Board is still under construction. I haven't drawn lines for those "Risk" borders that are often unclear, and I haven't posted the bonus numbers on the board ..yet.

2nd thought: you need the Goodyear blimp image (don't shoot) as one of the cards!!

Normally you need to capture ALL of the territories on a standard world map. The win scenario for this board requires the winner to take the same amount of territories, not to mention it's only half of the territories on the map. I think in actual play, any player who captures all of the land territories will easily win because all other players will not be able to attack the ground. I can think of only one possible stalemate scenario but it would require all players who do not occupy land territories to cooperate such that they can't be eliminated. Come to think of it, this is a decent argument for capping the number of units allowed on balloons. It makes sense thematically as well.
Maybe a cap of 9 units so there are no double digits to squeeze into the balloon? The other way to prevent the above stalemate scenario would be to only grant continental bonues for land groupings.. but I think I prefer the balloon cap.
On the other hand, there may be more of a likelihood of poor initial territory assignments at the beginning of the game because of how the caps will devalue the balloons.

There are some great spy balloon memes out there. I'll investigate.
yeah, i get that it's not having 'more' territories than normal for the win, but it will be a longer game than normal. i'm ok with that; was just my gut impression.
i like the idea of a cap on the balloons.
Slight hiccup as I accidentally blew away the xml for this board and ended up having to rebuild it from scratch. (Note to self: Be very careful while working on multiple boards.)
