The board has Initial Unit Placement set as Simultaneous, so what happened was you placed your units wherever you wanted them to start at (instead of the normal all territories default with 3) and BobTWC still has to do that as well. The game will then really start and your units will be placed where you put them at that point. All remaining turns will be as normal.
